County planning board greenlights four Geneseo projects

GENESEO, NY — The Livingston County Planning Board approved four Geneseo projects on Jan. 14 including an expansion of the existing senior living facilities at Morgan Estates on Morganview Road, in an area at the rear of the existing buildings.

There will be two 2-unit apartment buildings with attached garages and three 6-unit apartment buildings with four 5-unit garage/storage units. The private Clearview Drive will provide exclusive access. There will be parking spaces for 52 vehicles, including three handicap spots.

This phase two proposal represents a downsizing of the original Morgan Estates plan, which had garnered County Planning Board approval in 1999. What were two story buildings in the original plan are now one story. Forty-eight 2-bedroom units have become 22 1-bedroom units.

Because of the less intense use and former approval, the proposal required minimal planning board scrutiny. Two advisory comments put forward were to build fencing or a berm as a barrier to the storm water storage area adjacent Morganview Road, and to include driveway and stopping accommodations for a LATS bus. The existing Pondside Plaza stormwater area will be part of the run-off collection system.

Historic tavern on Center Street

Larry and Mark Scoville’s application to reopen the tavern at the top of Center Street has received County Planning Board approval. It is thought to be the second oldest building in Geneseo, circa 1804.

Mark Scoville stated that the new business will emphasize dining over selling drinks and most certainly will not be another college bar.

The project is waiting upon the issuance of a special use permit from the village, something Scoville hopes the county approval will accelerate. There is a definite tenant, someone with area restaurant experience, intending to lease the property.

Scovilles have already removed unsightly outbuildings from the property.

Among advisory comments, the planning board suggested narrowing the driveway to improve sight distance and providing the village with detailed landscaping, buffering, signage and lighting plans before the remodeling is embarked upon.

Route 20A rezoning

The County Planning Board approved the rezoning of a 1.7 acre parcel located just west of 4376 Lakeville Road to agricultural/residential from its current low intensity office zoning. Applicants were Dawn Koch and the Town of Geneseo.

The parcel is across from the gateway and next to the golf course. The applicant intends to build a house on the site.

More storage buildings

The County Planning Board approved the addition of six storage buildings of varying sizes to the existing Geneseo Mini Storage three building complex on Route 63. Applicant is Roger Christiano.

The smallest building will be 20 by 70 feet; the largest 40 by 100 feet.

The additional facilities will share a driveway with the Cellular Group and Scorsone Automotive. The board advised that the driveway users negotiate a binding cross-access agreement. Additionally advised was that there be a plan which addresses storm water runoff from the asphalt surfaces, and shows lighting details, and landscaping.
